The complex was constructed as a fortress and a palace by the Afghan governor Jawansher Khan in 1772. The palace has been extended several times in the 19th century. Nowadays, the complex is called the 'Old Secretariat' and houses administrative departments of the government of Jammu and Kashmir. The palace was gutted by fire in the early 21st century.
